Water management Councils in Hungary

Running the water management councils is regulated by Government Decision no. 1587/2018 (XI.22.).

The Government - on the basis of Section 30 (1) of Act XLIII of 2010 on Central State Administration Bodies and the Status of Members of the Government and State Secretaries, and taking into account Section 5 of Act LVII of 1995 on Water Management - in order to ensure the professional and scientific basis of the water management and water protection tasks and concepts of water management and the planning of river basin management at national and sub-basin level, as well as public participation

  1. a) the Regional Water Management Council (hereinafter referred to as the "RWMC"),
  2. b) the Sub-basin Water Management Councils (hereinafter referred to as "SWMC"),
  3. c) the National Water Management Council (hereinafter referred to as the "NWMC")

establish and operate.

The Water Management Councils operate on the basis of the Government Decision, the rules of organisation and operation approved by the President of the NWMC and the annual work plan approved by the President of the RWMC.

  • The Water Management Council meets as necessary and required, but at least twice a year.
  • The RWMC's area of operation is the same as that of the local water management directorates.
  • The RWMC shall consist of a maximum of 25 members.

The main tasks of the RWMC are:

  1. It carries out its activities independently and in coordination with the county government;
  2. It supports the uniform implementation of the professional tasks of water management at the territorial level, as well as the coordinated operation of water related planning, water construction and service activities;
  3. In its field of activity, it to express an opinion on, among others:
  • drinking water quality improving, wastewater treatment and wastewater drainage programmes, and improvements related to urban stormwater management,
  • local water management investments, improvements and programmes,
  • territorial damage management plans and activities (especially in relation to flood inland water, drought and water quality) affecting the area of operation,
  • from a technical point of view, feasibility studies of municipal investments before submitting an application,
  • the technical content of calls for proposals for state or EU funding;
  1. In its field of activity, it proposes a solution for, among others:
  • the revision and amendment of legislation,
  • to address water management problems affecting several of the RWMC's areas of operation.

 

The RWMC may set up standing or ad hoc technical committees to help it carry out its tasks.

The area of operation of the SWMC is the same as the area of the direct river basin area of the Danube River, the sub-basins of Tisza, Drava River and Lake Balaton according to the Government Decree 221/2004 (VII. 21.) on certain rules of river basin management.

Tasks of the SWMC:

It carries out its activities autonomously, in coordination with the county government, within the framework of which the SWMC in its area of operation:

  1. a) gives an opinion on the order of priority of measures to achieve good water status,
  2. b) among the RWMCs working on the sub-basins, it harmonizes the fulfilment of tasks in relation to organising the participation of social stakeholders,
  3. c) facilitates keeping in touch between national and regional water management councils,
  4. d) monitor the follow-up of comments received from non-governmental organisations, and other stakeholders.
